On May 9, 2025, Order no. 1107/2025 was published in the Official Gazette Part I no. 430, approving the Procedure for accessing, completing, submitting, and querying data within the new General Employee Record Register – REGES-ONLINE. This legislative measure is part of Romania’s broader digital transformation initiative aimed at modernizing employment data management systems.
According to the Order, the Register must be completed in accordance with Government Decision no. 295/2025, by using the dedicated portal: reges.inspectiamuncii.ro. Access is granted to employees appointed by employers through written decision, as well as to authorized service providers contracted for the purpose of completing and submitting data.
Access methods for employers:
Employers may access the REGES-ONLINE platform through the following options:
- Digital identity via RoeID – provided by the Romanian Authority for Digitalization;
- Qualified digital certificate – in compliance with Law no. 214/2024;
- Temporary account approved by the Territorial Labour Inspectorate (ITM) – granted for a maximum of 30 days, based on an in-person request at the ITM office, including visual identification and ID verification. This temporary access is valid until one of the above-mentioned permanent access methods is obtained.
Access for employees and obtaining extracts from the Register:
Employees and former employees have several options to access their records and obtain official extracts from REGES-ONLINE:
- Online, via the REGES-ONLINE platform (section “Employee Register”) or the mobile app “Salariat”;
- Physically, from the Info Kiosk located at the Territorial Labour Inspectorate office;
- Directly from their employer;
- From the Territorial Labour Inspectorate, in case the employee lacks the technical means to access REGES-ONLINE.
Deadlines and obligations for employers:
All employers must meet the following obligations by September 30, 2025:
- Request access to REGES-ONLINE;
- Complete and submit data related to all active individual employment contracts that are not already included in the previous system (Revisal).
Through the implementation of REGES-ONLINE, authorities aim to increase transparency,
accuracy, and efficiency in employment data management, to the benefit of both employers and
employees.
